Developer
Builds and sells its OWN projects. For an off-plan purchase the developer's reliability — delivery track record, financials, permits — matters most.
Agency
An intermediary that sells and rents property from many developers and owners and helps with the paperwork. For a resale or a rental the agency's service matters most.
Who's responsible & who pays
A developer answers for building and handing over its project; an agency answers for the match and the deal. Off-plan from a developer usually has no separate buyer's fee; on resale and rental the agency's fee is typically paid by the seller or landlord. Confirm the fee in writing before signing.
